This is the most useful thing anyone can tell you before quoting work here, and most contractors get it wrong. The City of Bloomfield Hills is small — 4,460 residents across 5.04 square miles — and it is surrounded on most sides by Bloomfield Charter Township, with 44,253 residents across 25.99 square miles. A Bloomfield Hills mailing address frequently belongs to a Township property.
That is not trivia. These are two governments with two building departments and two sets of paperwork. The City’s Building Department is on 248-530-1408. The Township’s Building Division sits at Bloomfield Township Hall, 4200 Telegraph Road, on 248-433-7700 — an address itself written “Bloomfield Hills, MI,” which is how the confusion persists. We establish which one governs your parcel at the inspection.
Bloomfield is unusual in how squarely it addresses exterior work. The City of Bloomfield Hills publishes separate permit applications for roofing and for siding: its guidance indicates roofing tear-off and new installation requires a permit, its Siding Permit Application covers siding and masonry veneer replacement, and a further application covers all window and exterior door replacements. The City states plainly that minimum permit fees always apply. Across the boundary, the Township’s permit page lists “Roofs” and “Siding replacement” outright among projects requiring a permit.
Standalone siding permits are rare in this part of Michigan, and here both governments are explicit about them. Requirements and fees are set by each municipality and change, so we confirm the current position with the correct department rather than working from memory.
The main branch of the Rouge River rises in Bloomfield Township. That single word, rises, changes the drainage argument. Downstream communities convey water that arrived from somewhere else; here the runoff is generated. Add 1.36 square miles of standing water inside the Township’s 25.99, ground at 850 feet in the Township and 833 in the City, and wooded lots that absorb until saturated and then shed hard.
On a large wooded parcel there is often no storm structure near the house, so a downspout is not connecting to anything — it is choosing which part of your own ground takes the water. The workable answer is usually buried solid pipe carrying discharge clear of the foundation and away from the low corner of the lot. The Oakland County Water Resources Commissioner administers the county’s drains, sewers and lake level structures.
The City went from 1,127 people in 1930 to 3,672 by 1970 and has barely moved since, so its housing is largely 1925 to 1970 estate and large-lot work, much of it architect designed. The Township, established in 1827 as the oldest in Oakland County, added only about 1,200 residents between 2000 and 2020 and reads predominantly 1950s to 1980s, with Bloomfield Village, Charing Cross, Circle and Oak Grove among its named communities. Cranbrook, a National Historic Landmark, sits at the centre of it.
The practical consequence is that many Bloomfield rooflines are slate, tile or copper over steep, complex, intersecting pitches, and a gutter chosen without reference to that reads as wrong from the street even when it functions. Steep pitch also throws water hard at the trough, so hanger spacing and gutter position under the drip line matter more here than on a shallow suburban roof.
