The answer depends on the existing layers, flatness, moisture condition, manufacturer instructions and the details around openings. Removal provides the best opportunity to inspect the wall, but the project-specific scope should decide.
Define corners, window and door trim, utility blocks, starter, J-channel or equivalent details, soffit, fascia and transitions to masonry or roofing. Avoid proposals that simply say “all trim.”
